    Launching of the Skilled Young Palestine (SYP) Project

    The Skilled Young Palestine “Improving Resilience and Job opportunities for Youth” Project was launched on Tuesday, November 19th, 2019 in Ramallah in the presence of H.E. Dr. Nasri Abu Jaish, the Palestinian Minister of Labor and H.E. Mrs. Danielle Haven, Consul General of Belgium with a budget of 4 million Euros and a duration of 36 months.   The project aims to support Palestine in gaining economic autonomy, building up and increasing the resilience among Palestinian youth in vulnerable areas in Palestine by improving the transition to employment and self-employment through improved skills and competences. This will be done through the provision of technical skills training on the one hand and entrepreneurship key competences, life skills and digital skills training on the other hand. The proposed areas of intervention are the West Bank, Gaza and East Jerusalem.The launching ceremony was attended by Palestinian officials, Private Sector Organizations and Non-Governmental Organizations working in the field.

    Plus d’une vingtaine de femmes leaders de la région de Koulikoro ont suivi du 06 au 08 novembre 2019 à  FANA une formation en leadership féminin. Cette formation visait à renforcer et développer les compétences en leadership féminin des membres des groupes thématiques et points focaux genre issues d’organisations de la société civile, de l’administration publique et des collectivités territoriales. Organisé par le Programme de coopération Mali – Belgique qui mène quatre interventions majeures au niveau de la Région de Koulikoro dans les domaines de l’élevage, la sécurité alimentaire, l’eau / assainissement ainsi que le renforcement des capacités des acteurs étatiques et non étatiques qui y sont impliqués.  La thématique genre et autonomisation de la femme constitue une thématique transversale de ce programme exécuté par Enabel et les partenaires maliens. La vidéo suivante pour plus de précisions sur l'atelier et impressions des participants.

    Le jeudi 31 octobre a eu lieu le premier comité de pilotage du projet projet d’Accès à l’Eau Potable et l’Assainissement dans la région de Koulikoro (PEPAK). Financé par le Royaume de Belgique pour une durée de 48 mois, ce projet vise à améliorer l’approvisionnement en eau potable et l’accès aux conditions d’assainissement pour les populations des centres ruraux et semi-urbains de la région de Koulikoro. L’accès à l’eau potable et l’amélioration des conditions d’accès à l’assainissement garantissant une bonne santé pour les populations maliennes, représentent une préoccupation majeure pour les hautes autorités maliennes et les partenaires au développement. C’est dans cet esprit que le Royaume de Belgique et le Gouvernement du Mali ont mis en place un projet exclusivement dédié à ce sujet dans la région de Koulikoro. Une région qui retient la part importante des investissements du programme de coopération entre le Mali et la Belgique. Le projet PEPAK a tenu la première session ordinaire de son comité de pilotage ce jeudi 31 octobre 2019 avec comme objectif, d’examiner et approuver le cadre de suivi et évaluation du projet, mais aussi d’examiner et approuver la planification opérationnelle et financière des activités de l’année 2019. Cela dans la perspective d’assurer la validation du rapport de démarrage du projet. L’ouverture des travaux était présidée par le Gouverneur de la région de Koulikoro, représenté par son Directeur de cabinet en présence du Représentant Résident de Enabel au Mali M. JOHANNES SCHOORS. La rencontre a, de ce fait, enregistré la présence de tous les membres du comité de pilotage. Le Représentant Résident d’Enabel au Mali dans son intervention a appelé à la responsabilité de tous les membres du comité de pilotage par rapport à la thématique du projet : « Le thème est très important parce qu’il affecte directement le fonctionnement de la ville et le bien-être des gens. Donc on est bien heureux qu’on puisse organiser ce comité de pilotage » a-t-il signalé. Durant cette journée, les membres du comité de pilotage ont passé en revue tous les documents relatifs à la mise en œuvre du projet tant sur le plan opérationnel que financier avec à la clé, les documents du suivi évaluation des résultats et la planification opérationnelle et financière des activités de l’année 2019. A cet effet, les présentations des documents et les débats ont été les modes d’usage des travaux. Un principe qui a permis à tous les membres du comité de s’approprier convenablement des contenus des documents. La méthode a permis également aux membres du comité d’apporter leurs jugements et points de vue aux documents, mais aussi de contribuer. A ce niveau que trois points essentiels ont retenus l’attention : il s’agit du document sur les planifications opérationnelles et financières 2019, le cadre de suivi évaluation des résultats et le règlement intérieur qui ont été examinés et approuvés par les membres du comité de pilotage. D’autres sujets, tels que le paiement des primes du responsable national du projet, conformément au Document Technique et Financier (DTF), prévoir un article sur la prise en charge des membres du comité dans le règlement d’ordre intérieur, le recrutement d’une secrétaire au niveau du projet ont été abordés, dans la même perspective, mais qui ont été renvoyés à une réflexion plus approfondie en attendant le prochain comité de pilotage. En fin de travaux, les participants ont manifesté leur satisfaction et se sont dit confiants de l’importance du projet et son impact sur le développement régional, particulièrement dans le cadre de l’amélioration des conditions d’hygiène et de santé. A cet effet, ils ont marqué leur soutien sans condition pour la mise en œuvre et une réussite conséquente au profit de la région de Koulikoro. Rappelons que le Projet d’amélioration de l’Accès à l’Eau Potable et à l’Assainissement dans la région de Koulikoro (PEPAK) est prévu sur une période d’exécution de 48 mois pour un budget global de 8 M€. Malgré les nombreux efforts déployés, le taux d’accès à l’eau potable au niveau du Mali a baissé de 68,5% en 2012 à 63,8% en 2014. Ainsi, le taux d’accès à un assainissement adéquat est seulement de 35 % en milieu urbain et de 14 % en milieu rural.Le secteur de l’assainissement souffre d’une insuffisance majeure d’infrastructures d’évacuation et de traitement des déchets solides et liquides, que ce soit en milieu urbain ou rural. Pour le volet « eau potable », l’intervention du projet prévoit la construction et la mise en place d’un système de gestion durable de 13 nouveaux réseaux d’Adduction d’Eeau Sommaire(AES)/Adduction d’ Eau Potable(AEP) dans les cercles de Dioila, Banamba, Kati, Kangaba, Nara et Koulikoro. Concernant le volet « assainissement », deux volets sont prévus : - Volet 1 : construction d’une station de traitement des boues de vidange (STBV) pour la ville de Koulikoro et mise en place d’une filière de collecte et de traitement des boues de vidange avec une valorisation des sous-produits, -Volet 2 : construction de latrines communautaires dans la ville de Koulikoro et les 13 centres bénéficiaires du volet AES/AEP. L’objectif global du projet PEPAK / Enabel est de contribuer aux ODD 3 et 6 de réduction de la pauvreté et d’amélioration de la santé des populations des centres ruraux et semi-urbains dans la région de Koulikoro, par un service public de l’eau et de l’assainissement durable.

    Education is a fundamental right and the supporting structure for the entire 2030 Agenda. Audrey Azoulay (UNESCO Director General)  Although the number of people accessing education in Uganda has increased, the quality of education is still low, making it hard for students to attain the necessary 21st century skills. This has prompted young and innovative minds to find out what best way to educate and equip the next generation, setting the stage for the Kampala Innovation Week 2019 (KIW). Start-up Uganda, with support from the United Nations Capital Development Fund (UNCDF), aimed at bringing together different players to create an avenue where young entrepreneurs could meet, share new ideas and build partnerships. KIW, which ran from 16th-18th October 2019, served as a platform to assemble stakeholders to raise Uganda’s profile in the start-up ecosystem and provide visibility of innovators, both locally & internationally, in order to attract investors and development partners. During the opening of KIW 2019, Hon. Frank Tumwebaze, the ICT Minister said, “The team at the Ministry championed the innovation agenda and I want to thank the agencies that feel that digital entrepreneurs if supported well, shall be able to have our own markets served and supplied by our own knowledge products.” The Belgian Development Agency was one of the partners of KIW 2019. Enabel participated in a panel discussion on the need for innovation to help realise the 2030 Agenda and organised a hackathon, dubbed ‘Hack Una Matata’, during the first day of KIW 2019. This activity saw Ugandan innovative minds develop relevant and original solutions to address the problems faced in the sector of Tourism & Hospitality, Employment and Education.  15 Groups participated in the hackathon and each group was invited to pitch to a jury about why their innovation is worthy to receive further coaching and possible integration in the different Enabel projects. The Education challenge tasked participants to find ways of using technology to transform training institutions into centres of excellence.   Enabel (TTE, SDHR and SSU) also participated in the exhibition at KIW 2019. TTE showcased the Time-on-Task pilot, a digital tool to try to fight absenteeism of teachers in colleges and a free online educational platform, ‘OpenLearn Create’. It was discovered that in the NTCs, teaching was more focused on theory than practice and learning was exercised mainly in the classroom. A General methods course will be made available on ‘OpenLearn Create’ to try to tackle this problem. It will facilitate learning beyond the classroom since lecturers and students will be able to access the course anytime and anywhere. By using this free platform, students are also able to process theory and focus more on practice, through videos with examples of hands-on methods of teaching. WeHubIt, an investor in impactful digital projects, was also showcased at the expo. WeHubit aims at supporting and enhancing digitalisation as a tool to accelerate sustainable development in 14 African countries. Wehubit is implemented by the Belgian development agency Enabel alongside its partner, the Belgian Investment Company for Developing Countries, BIO. “The Wehubit initiative supports entrepreneurial ecosystems like the one displayed at KIW2019. Some digital services that have proved to work can be scaled up and that is where WeHubIt comes in. The entries are based on calls for proposals per sector and in January 2020, a call for proposals on education will be opened,” said Bart Cornille, the ID Expert with Enabel-TTE. (wehubit.be)

    On Tuesday, October 29th, 2019, the Minister of Local Government H.E. Eng. Majdi Al-Saleh inaugurated the Palestinian National Forum for the Regeneration of Historic Centers in Ramallah under the slogan "Towards Vibrant Historical Centers" in the presence of the Minister of Tourism and Antiquities H.E. Ms. Roula Ma'aya, the Belgian Consul General in Jerusalem H.E. Mrs. Danielle Haven, the Deputy Minister of Local Government and chairman of the forum Mr. Ahmed Ghuneim and a number of representatives of local organizations benefiting from the project.H.E. Al-Salih stressed the importance of the pioneering project implemented by the Ministry and the Municipal Development & Lending Fund (MDLF) in partnership with the Ministry of Tourism and Antiquities with the support of the Belgian cooperation and funding from the Belgian government which was a significant addition to all national and community efforts, which contributed significantly to the revival and preservation of cultural and historical heritage.H.E. Al-Salih added: "It is time to unite all efforts for all models in order to take-off on a strong and national determination to make the most of this national resource to be a symbol of our presence and management of local and national development, and a bridge to communicate with all peace-loving people.H.E. Al-Salih stressed the need to work to preserve and develop this experience because it will be the model on which the Ministry will work to disseminate and that it’s a major responsibility and must be built on the experience, expressing his gratitude to all the staff who worked on the completion of the project and the Belgian cooperation for their continuous support.H.E. Ms. Roula Ma'aya said: “The Rehabilitation of Historic Centers project is considered to be a unique model in cooperation and joint work between the national institutions which focused on the role of integration and joint management between all partners and gave local organizations a role in determining their priorities in addition to the local community that participated in determining these priorities through interactive meetings allocated for this”.H.E. Ma'aya stressed that the national heritage is the symbol of the cultural identity of the Palestinian people and is part of the human heritage and despite the attempts of the occupation over the past years to obliterate it, it remained a witness to the Palestinian right in this land which is one of the elements of the Palestinian state. The role of local authorities in preserving cultural heritage is an important and major role, so there must be continuous cooperation and coordination to stop the demolition work in historic towns and cities.H.E. Mrs. Danielle Haven, Consul General of Belgium in Jerusalem said: “At times when the Palestinian cause is under mounting pressure, the excellent results of this renovation project stress the importance of and the support for the Palestinian identity. Because renovating historic sites is not only a matter of stones and bricks, but foremost a matter of matter of minds and hearts. Together with you, we tried to improve social, cultural and economic development at local level by not only cleaning up the historic places, but also making them more accessible in order to bring back Palestinian life to these places”.H.E. Mrs. Haven added: “24 projects in 12 local government units were accomplished, for example in Anabta, Burqa, Sabastiyeh and Bani Na’im to name just a few. A fully renovated historic building is not only to be visited on special occasions but should be inhabited by local companies and services, leading to more presence and therefore even more economic activity. Also, more activity will lead to more protection and preservation of Palestinian presence. The ownership of the renovations will depend a lot on the village councils and the population in the villages. Therefore, an exchange of both top-down policy recommendations coming from the ministries in Ramallah, and the bottom-up input of the local level will be crucial to ensure long term success of these investments. Enabel put a lot of effort into trust building and collaboration between all stakeholders: we hope this will lead to a fruitful take-off to a next phase, including for example a recognition by UNESCO for the site in Sabastiyeh”.Mr. Ahmed Ghuneim added: “The place is a spirit and a memory, we have our own story and others have theirs, but we believe that the story that is in itself has to face challenges."The work of the forum continued for three consecutive days which was organized by the Ministries of Local Government and Tourism with the support of the Belgian Government through Enabel. The Forum is the first of its kind in the field of Rehabilitation of Historical Centers.

    Despite the heavy rain season, Tuesday 22nd October was a sunny morning, a clear sign of victory for the day. That day all roads were leading to Koch Goma Health Centre III in Uganda's mid Northern District of Nwoya where the official launch of the "Enabling Health in Acholi" project took place. The event was graced by Uganda's Deputy Speaker of Parliament, Jacob Oulanyah, Minister of Health,  Dr Jane Ruth Aceng, HE the Ambassador of the United States of America Deborah Malac and HE the Ambassador of the Kingdom of Belgium Rudi Veestraeten. It was also attended by the Resident Representative of Enabel in Uganda, Christelle Jocquet among other notable local government dignitaries and like-minded health implementing agencies. Prior to the launch event, the project office in Gulu was also officially inaugurated. The project team have now rolled sleeves unto full range implementation. The four year (2019 – 2022) project will be implemented through the Results Based Financing (RBF) approach. RBF provides financial incentives, equipment and materials to health facilities if agreed results have been achieved. It also subsidizes patient fees especially in private –not-for-profit health facilities and provides incentives to health workers. The project will increase access to quality health services and strengthen emergency referral systems by enhancing infrastructure while focusing largely on maternal and child health. While officiating at the launch, Health Minister Dr. Jane Ruth Aceng noted that the project will stimulate both the demand and supply side of the health services but also encourage individuals, households and communities to receive quality health services and vaccines. Dr Aceng expects maternal mortality in the region to reduce under this initiative. She however called for more efforts  to educate the mothers about the need to deliver in health facilities. The Deputy Speaker of Parliament Jacob Oulanyah hailed the results based financing approach and noted that if adopted by all government institutions, quality of service provision would improve.  Deborah Malac, the US Ambassador to Uganda said the US invests an equivalent of $500m in the health sector in Uganda while the Belgian ambassador to Uganda, Rudi Veestraeten, urged government to inject more resources into the health sector if it is to realise a more productive and healthy population.Enabel piloted the Results Based Financing approach in 12 districts in West Nile and Rwenzori regions of Uganda. The model was tested in forty four (44) health facilities in Rwenzori and thirty nine (39) health facilities in West Nile. At a global level, Enabel has implemented RBF in Cambodia, Benin, Rwanda, Burundi, Peru, Niger and Senegal and the lessons learnt in these countries helped to accelerate the initiative in Uganda.     Lors de l’inauguration de la 13éme édition du Festival International du Safran, le projet d’Appui aux filières du safran et du palmier dattier a exposé ses réalisations à monsieur le secrétaire général de la province de Taroudant. De 2013 à nos jour et en partenariat avec l’Office Régional de mise en valeur agricole de Ouarzazate, L’office national du conseil agricole, l’Agence de développement agricole et l’inter-profession, l’intervention a réalisé plusieurs activités (Forage, goûté à goûte, pompage solaire, laboratoire du safran, alphabétisions...) au niveau des deux filières et a pu atteindre la majorité de ses objectifs.

    La 3e Edition du Salon des Métiers et de la Formation a eu lieu du 24 au 26 Octobre 2019 au bâtiment Hypnose Mall à Lubumbashi. Durant cette semaine a eu lieu la compétition des métiers soutenue par le projet EDUKAT. Cent cinquante participants venus de 6 Provinces ont compéti pour 19 filières retenues. Issu d’un partenariat fort lié entre la FEC et le Centre de Ressources du Haut-Katanga (CdR), cette semaine des métiers est l’occasion de redonner aux métiers techniques et professionnels leurs lettres de noblesse. Le but ultime poursuivi est d’assurer l’adéquation entre la formation et l’emploi, principe fondateur de la mise en œuvre de la convention de partenariat Public-Privé, tel que l’a rappelé Madame Murielle Hermouet, Responsable du Portefeuille Pays, lors de son mot d’ouverture. La compétition des métiers a bénéficié du soutien de WorldSkills Belgium, l’association belge de promotion des métiers techniques et manuels, qui a préparé les compétiteurs au travers de coaching adaptés. Cinquante-sept (57) médailles ont été décernées lors de la finale. Ce grand rendez-vous des métiers a reçu la visite de plus de 2.500 visiteurs qui ont pris connaissance des 37 stands d’exposition des différentes institutions, écoles et entreprises partenaires présentes pour l’occasion ainsi que des conférences qui y ont été organisées.

    Les lauréats de l'Ecole Nationale d’Administration (ENA), promotion Fleuve-Congo, ont fièrement reçu aujourd'hui leur diplômes de fin de cycle des mains du Ministre d'Etat chargé de la décentralisation et de la réforme institutionnelle, SEM Azarias Ruberwa. Le projet PRECOB a contribué à la formation globale de cette promotion : Onze (11) lauréats ont passés 3 mois de stage au sein des différents projets d'Enabel en RDC tant à Kinshasa qu'en provinces, et dix (10) autres ont reçus une bourse afin de parfaire leur formation en Belgique grâce au partenariat avec l'Institut Egmont. 99 Lauréats de l'ENA sont donc formés et prêts à intégrer l'administration publique congolaise et à contribuer au processus tant prôné de son rajeunissement.  Toutes nos félicitations aux lauréats. Nous avons hâte de les revoir à l'oeuvre au sein des différentes administrations tant centrales que provinciales.

    “While we are always quick to recognise education as the driving force for development in any country, we need to ask ourselves in our different capacities, (as ministers, as technical officers, as leaders, parents and students) an important question. Is education possible without teachers?”  Rudi Veestraeten, Belgium Ambassador to Uganda.Simply put, teachers are the most important agents of change in the education process. Their role is one that cannot be over-emphasized because it stretches beyond their obligation and responsibility to pass on information to one that directly or indirectly influences the lives of students. Whether this in a classroom during the early stages of education or in a lecture hall at tertiary institutions, their role is central to the education process. Therefore, for students to learn and obtain the best education they need more than just books and resources, they need qualified teachers. It is with this in mind, that Enabel in partnership with the Ministry of Education and Sports set out to improve the quality of education in Uganda, with a focus on teachers through the Teacher Training Education (TTE) project. This project majorly focuses on improving secondary teacher education in the National Teachers’ Colleges (NTCs) of Mubende, Muni, Kabale, Kaliro and Unyama.Improving the ProfessionIn the days leading up to the National teacher day celebrations, the Teacher Training Education project organised a separate event on 2nd October hosted by NTC Kabale. This event brought together a diverse group of stakeholders from the Ministries, Uganda National Teachers’ Union (UNATU), Teacher colleges and education development partners to honour the contribution of teachers from the National Teachers’ Colleges to the education process. Under the global theme ‘Young teachers: The Future of the Profession’, the event tackled several objectives namely: presenting the impact of the National Teacher Policy on secondary teacher education, showcasing new in innovations that can improve teacher education, advocating for the needs of the NTCs and recognizing and honouring outstanding NTC staff. While the act of teaching may be considered as a highly rewarding process, the teaching profession is not without its challenges.  During his speech, H.E Rudi Veestraeten, the Ambassador of Belgium highlighted several challenges affecting teachers in Uganda today. Among these was the low salaries, limited scope for career development and poor infrastructure. He, however, called upon all stakeholders to make more efforts to retain the young talents and brightest minds within the profession. In an attempt to address the needs and challenges that teachers face today, two advocacy points were raised during the teacher’s day celebration. One was the need to shift the focus from theory to practice. Dubbed as “Practice Makes Perfect”, the project showcased an innovation called the Continuous School Practise (CSP) Pilot system that is currently running in the five National Teachers’ Colleges. This pilot system provides young pre-service teachers with the opportunity to acquire hands-on teaching skills and practice new learner-centred teaching methodologies in an actual classroom. Among the other innovations in this area, is the online education platform on revised and modernized general teaching methods course that is currently under development. This online course provides easy and free learning resources to NTC in-service teachers ‘anytime and anywhere’, an aspect that can greatly improve access to education. The second advocacy point raised, focussed on closing staff gaps in the NTCs. This stemmed from the human resource challenges that the current establishment could not fulfil. The existing structure of the NTCs operates with staff gaps such as ICT managers, procurement officers, laboratory technicians among others, which limit the operational capacity of the colleges. Addressing these issues provided a grand opportunity for stakeholders to support teachers in the NTCs to deliver to the best of their ability and prepare them to teach in the 21st century. Kyambogo University the examination body of the NTCs committed to reviewing the college curriculum to include Continuous School Practices (CSP), Active Teaching and Learning (ATL) methodologies, ICT and gender-responsive pedagogy. The Ministry of Education and Sports committed to providing demonstration schools attached to the NTCs for better teaching practice, recognising the use of mentors to strengthen pedagogical support and allocating a budget for CSP. The Ministry of Public Service, on the other hand, committed to fulfilling all the positions in the NTC establishment with a gender-based approach. This event also saw both the teaching and non-teaching staff awarded for their outstanding performance and service in the institutions. The Teacher Training Education (TTE) Project places massive focus on three key areas of Institutional development, Infrastructure and Pedagogy, which when combined contribute to improving the quality of education in the National Teachers’ Colleges.

    She accepted to travel a long journey across the border to serve a vulnerable community that was construed to be hostile. Sister Mary, like she is popularly known is a mother to many motherless Karamojong children, majority of whom are either infected or affected by the HIV Scourge. She sits in the yellow container every day, patiently teaching young girls and boys, how to make beads and other handcrafts    for sale.  “Ihave trained over 200 clients, some have been able to live positively for 18 years and I’m proud to say they can now use handcrafts to earn a living” she says.  The programme code named Choose Life Home based care was introduced to support infected and affected HIV/AIDS. Mary conducts a holiday programme with orphaned children that participate in games and positive story telling. When games are over she then conducts counselling sessions on HIV/AIDS and home-based care.The sister also receives some support from Enabel through the skills support programme at St. Daniels Comboni. The institution has offered space to the “choose life programme”. This is part of the cross cutting services that are offered to the Karamoja community to enable vulnerable Karamajongs gain skills for development. The presenting challenges on the programme include the gap in feeding and limited market for the product that they make. They mainly rely on sales from the Karamoja Tourism market which is seasonal.In future sister Mary plans to introduced a numeracy, language and business skills training component to empower craft trainees gain skills in marketing and business management

    Enabel a procédé ce lundi 22 octobre 2019 à la signature, de la lettre d’entente pour la gouvernance opérationnelle des interventions du programme de coopération Guinée-Belgique (2019 - 2023). La convention spécifique du dit programme était signé entre le gouvernement du Royaume de Belgique et le gouvernement de la République de Guinée le 14 décembre 2018 à Bruxelles. Le  Ministère de la Coopération et de l’Intégration Africaine est délégué pour le suivi de l’éxécution qui sera effectuée par l’Agence Belge de Developpement Enabel . Il est prévu la mise en œuvre de 5 interventions (réparties en 3 piliers) sur l’axe Conakry – Kindia – Mamou : le premier pilier s’applique à la promotion de l’ Entrepreneuriat ( appui au développement de entrepreneuriat féminin , agricole , et urbain ) , le second dénommé Elle décide porte sur la promotion des droits sexuels et reproductifs  , et le dernier pilier est accès sur la formation , les études et expertises . Le but du partenariat est l’atteinte des objectifs du 1er programme de coopération bilatérale Guinée-Belgique doté d’un budget de 45 Millions EUROS pour la période  2019-2023 . Ce programme intègre la vision de développement socio-économique du gouvernement guinéen et les priorités de la politique étrangère et de la coopération au développement belge.Mme Keita Djène Ministre de la coopération et de l’intégration africaine, a remercié la Belgique pour le dynamisme de la coopération entre les deux pays et pour le travail de qualité déjà réalisé par l’Agence belge de développement au cours du programme de démarrage sur la période 2016-2018 et pour un montant de 15 millions d’euros.  .   Mme Krista Verstraelen Représentante Résidente , a réaffirmé quant à elle l’engagement de l’Agence belge de développement dans la mise en œuvre du programme qui est un défi immense et bénéfique pour les deux pays.
