Au Niger, le projet paludisme BMGF renforce la lutte contre le paludisme

Le projet de renforcement du système de santé axé sur la lutte contre le paludisme, mis en œuvre par Enabel et financé conjointement par la Fondation Bill & Melinda Gates (BMGF) et le programme bilatéral de coopération de Belgique, déploie des efforts pour améliorer l'accès à des soins de qualité au Niger. Ce projet a pour objectif de réduire la mortalité et la morbidité du paludisme au Niger à travers un renforcement du système de santé. En 2024, le projet a soutenu un programme de formation destiné aux agents de santé, afin de renforcer leurs capacités dans la gestion du paludisme. Il a permis la formation de 44 formateurs nationaux, chargés de diffuser les nouvelles directives de prise en charge du paludisme. Ces formations ont pour objectif de mettre à jour les connaissances et les compétences des prestataires de soins de santé, en les dotant des dernières pratiques fondées sur des données probantes, notamment en matière de prévention, de diagnostic et de traitement du paludisme. "Cette initiative a pour but d'améliorer la qualité des soins offerts aux populations en intégrant les meilleures pratiques scientifiques disponibles et en garantissant que les agents de santé sont équipés pour répondre efficacement aux défis posés par le paludisme", explique un responsable du projet. Le Niger, un pays où le paludisme représente un défi majeur de santé publique, bénéficie ainsi d'un soutien crucial pour renforcer ses équipes locales de gestion des districts sanitaires. Grâce à ces formations, les agents de santé sont mieux préparés à faire face à la réalité du terrain et à offrir des soins adaptés et de qualité aux patients.

Strengthening maternal healthcare in Uganda

Enabel's collective effort to save livesEvery day, 16 mothers lose their lives in Uganda due to complications related to pregnancy and childbirth - lives that could be saved with the right interventions. Maternal mortality continues to be a critical challenge in the country, driven by delays in seeking care, reaching health facilities, and receiving quality treatment. Recognizing the urgency of this issue, an EU delegation, led by Ms. Karolina Hedstrom (Head of Cooperation, EU to Uganda), visited Fort Portal City to strengthen partnerships and assess ongoing efforts to improve maternal healthcare. During the visit, Enabel showcased its integrated approach to addressing these three key delays, ensuring that more mothers receive the timely, accessible, and high-quality care they deserve. Delay 1: improving health choices A major barrier to maternal health in Uganda is the lack of awareness and preparedness among young people and communities. Many women delay seeking care due to misinformation, financial constraints, or cultural beliefs. Enabel is tackling this challenge by driving behavioural change through various initiatives, such as the Life Skills Toolkit, which equips young people with the knowledge, adaptability, and resilience needed to make informed health decisions. Key achievements include: 250 teachers trained across 43 secondary schools 11,000 learners reached in Phase 1 training (2024) Plans to expand to 50,000 students in 50 schools by 2027 Additionally, Enabel’s Saving for Health initiative under the Social Protection project is enhancing financial preparedness for health emergencies: 15,252 members trained in savings for health UGX 602M mobilized as a Savings for Health fund 503 groups (8,066 members) actively saving for health Delay 2: ensuring timely access to careFor many expectant mothers, distance and lack of reliable transport can mean the difference between life and death. Women in rural areas often face long journeys to health facilities, with limited or no access to emergency transportation when complications arise. Enabel, in partnership with Babies and Mothers Alive (BAMA), is implementing innovative solutions to ensure that pregnant women can reach health centers on time. Two impactful digital solutions have been introduced to address this challenge: Family Connect: A digital system that engages 40,000 expectant mothers in antenatal care through SMS notifications for upcoming visits. Currently, 5,908 women are enrolled in the system from Kabarole & Kasese. Mama Rescue App: This app connects pregnant women to boda boda riders for safe, fast transport to health centers during labor. To date, 134 mothers have been supported through this service. Delay 3: enhancing quality care at facilities Even when mothers do manage to reach health facilities, a lack of skilled personnel, essential equipment, and emergency preparedness can lead to preventable deaths. Many health centers in Uganda struggle with inadequate resources, limiting their ability to provide life-saving maternal and newborn care. To combat this, Enabel’s WeCare Initiative is strengthening healthcare facilities and improving service delivery at Ruteete Health Centre IV. The WeCare Initiative has made a significant impact at Ruteete Health Centre IV: Skilled birth deliveries increased from 258 to 345 (2023–2024) Antenatal coverage rose from 56% to 73% The facility was equipped with critical maternal and newborn care tools, including anaesthesia machines, incubators, emergency crash trolleys, and foetal dopplers High-Risk Clinics & Birth Preparedness Plans were introduced, boosting emergency response for at-risk mothers from 0% to 80% Through these efforts, Enabel and its partners are making maternal healthcare in Uganda more timely, accessible, and of higher quality, ultimately ensuring that more mothers and newborns receive the care they deserve. Together, we are enabling change and working towards a healthier future for Uganda’s mothers and their babies.

RDC : lancement du Programme PIREDD-KORLOM pour la préservation des forêts

Le 10 décembre 2024, le Comité d'Orientation Stratégique (CORS) a officiellement lancé le programme PIREDD-KORLOM, une initiative majeure visant à réduire les émissions liées à la déforestation dans les provinces du Kasaï Oriental et de Lomami. Un engagement fort pour la conservation des forêtsFinancé à hauteur de 35 millions de dollars sur 5 ans par le CAFI via le FONAREDD, ce programme s’inscrit dans la Stratégie Nationale REDD+ de la RDC.Son objectif : Maintenir 67,5% du couvert forestier et réduire de 21% les émissions de gaz à effet de serre d’ici 2030.Le programme capitalise sur des expériences passées et introduit des paiements pour services environnementaux pour inciter les communautés locales à adopter des pratiques durables.Une approche globale et participativeLe PIREDD-KORLOM adopte une approche intersectorielle avec des actions concrètes :Promotion des systèmes agroforestiers pour réduire la pression sur les forêts ;Gestion participative des ressources naturelles pour impliquer les communautés locales ;Renforcement des capacités institutionnelles pour assurer une mise en œuvre efficace.Une collaboration stratégique pour un impact durableLa cérémonie de lancement a réuni les représentants du FONAREDD, d’Enabel, ainsi que des autorités locales, témoignant d’un engagement collectif pour la réussite du projet. Ensemble, nous pouvons préserver nos forêts et bâtir un avenir durable pour les générations futures. Au Maroc : Un partenariat pour renforcer les capacités des collectivités touchées par le séisme.

Le 21 novembre 2024, à Rabat, Enabel et l'Agence de Développement Social (ADS) ont officialisé un partenariat visant à soutenir les communes impactées par le séisme du 8 septembre 2023. Ce partenariat a pour objectif de renforcer les compétences des acteurs locaux et de revitaliser l'économie des zones sinistrées. Les activités prévues se concentrent sur deux objectifs principaux : Renforcement des compétences locales : un programme de formation pour les cadres communaux et les acteurs associatifs des communes de la province de Taroudant. Ce programme comprend six sessions de formation (planification stratégique, montage de projets, gestion axée sur les résultats, réseautage et communication institutionnelle). Il vise à améliorer les connaissances de 50 bénéficiaires et à créer un réseau d'animateurs de développement local (ADL).Soutien à la relance économique : collaboration avec l’association italienne Comité Européen pour la Formation et l'Agriculture (CEFA) partenaire d’Enabel pour la formation des futurs bénéficiaires de projets économiques. Ce partenariat est crucial pour la reconstruction et le développement des collectivités touchées, en mettant l'accent sur le renforcement des compétences locales et le soutien à l'économie. L’action post-séisme s’insère dans le cadre du projet DEPOMI (Déploiement des Politiques Migratoires au niveau régional, financé par l’Union européenne et mis en œuvre par Enabel. Le projet se concentre sur trois composantes principales : Renforcement de la gouvernance locale et de la cohésion sociale : aider les acteurs locaux à adapter les services et à prendre en charge les personnes déplacées par le séisme.Appui à la réinsertion socio-économique et accès aux droits : aider les personnes touchées par le séisme à se réinsérer socio-économiquement et à accéder à leurs droits. Mobilisation de la diaspora : encourager les acteurs de la diaspora à participer à des projets de développement dans les communes touchées au niveau de la province de Taroudant. Grâce à ce partenariat, l’Union européenne et Enabel réaffirment leur engagement pour la reconstruction et le développement durable des zones sinistrées, en soutenant les initiatives locales et en renforçant les compétences des acteurs sur le terrain.

Ukraine: Enabel hosts a training for Ukrainian physical therapists

Leveraging Belgian expertisePiloting innovative rehabilitation solutions is one of the pillars of the BE-Relieve Ukraine programme. On February 27-28, 2025 Enabel partnered with Piet Stevens, founder of Ceriter, to conduct training sessions for the Kyiv City Clinical Hospital #8 and the Kyiv City Clinical Hospital of War Veterans. Ceriter is the Belgian start-up behind Stride One, smart insoles designed to improve gait rehabilitation for patients recovering from amputations, complex fractures, and cerebrovascular accidents, as well as people with chronic pain. The medical device, equipped with sensors, accurately measures foot-roll and other gait parameters, sending data to an app that generates feedback and recommendations based on collected data. Mr Stevens demonstrated how the insoles work on patients and donated one device to each hospital, encouraging the medics to share their feedback with Ceriter. “The number of physiotherapists in Ukraine is limited, and the number of amputees and other people who might benefit from our product is increasing due to the war. That is why for us at Cetirer it is important not only to support Ukraine morally but also to provide our technologies so that the patients can get a better chance at recovery”, commented the founder of Ceriter. “I have never worked with such devices before, so I am impressed and hope that these insoles will be useful for our patients with different pathologies”, shared Hanna Suska, an occupational therapist at the Kyiv City Clinical Hospital #8. Enabel remains dedicated to introducing Ukrainian medical facilities to cutting-edge medical technologies, with a particular emphasis on physical rehabilitation. Additional training sessions and workshops for local specialists are already in development.

Ukraine: Enabel supports a forum on career development and vocational education in Chernihiv

Enabel supported the regional forum "Human Resource Provision for Business: Synergy of Education and the Labour Market", held on February 26, 2025 in Chernihiv, Ukraine. The event was a collaborative effort between the Chernihiv Regional State Administration, the Regional Development Agency of Chernihiv Region, and Expertise France in Ukraine. Bringing together 80 participants from diverse backgrounds, the forum united local businesses, vocational education institutions, government officials, and international organizations. Discussions centered on coordinating efforts to address workforce qualifications, exploring labour market trends, and examining the potential of dual education models. H.E. Mr. Luc Jacobs, Belgian Ambassador, delivered the opening remarks. Dirk Deprez, Enabel's Country Director for Ukraine, and Oleksandra Borodiyenko, the agency's Education and Skills Development Expert, presented the BE-Relieve Ukraine program and Enabel's educational initiatives. The forum was supported through the BE-Relieve programme, reflecting Enabel's commitment to contribute to Chernihiv's vocational education sector. The agency is investing in three local institutions: the Chernihiv Vocational Railway Transport Lyceum, Chernihiv Construction Lyceum, and Chernihiv Center for Vocational Education and Training. Enabel's support focuses on helping these institutions recover from the impacts of Russian aggression, build institutional resilience, and modernise educational programs by leveraging Belgian expertise.

Tanzania: Inclucities promotes co-creation to tackle urbanisation issues

The drive to generate solutions for problems inherent to rapid urbanisation in Mwanza is gaining momentum as Enabel continues the implementation of EU funded Inclusive Green and Smart Cities Project (Inclucities). In the spirit of fostering home-grown solutions, Inclucities project introduced the concept of Living Lab and co-creation to a galaxy of stakeholders in the fishing and waste management value chains. The group will in turn guide a sustained journey to identify relevant difficulties, develop solutions, test them in real life situations, retest, and perfect the solutions for application. Co-creation is a collaborative approach where local governments, residents, businesses, and civil society organizations work together to design and manage urban spaces to meet diverse community needs. “The complexity and interconnectedness of opportunities and challenges in fast-growing cities like Mwanza justify the application of co-creation methods to set of co-created solutions,” said Mr. Kikolo Mwakasungula, Inclucities Project Manager. The workshop provided participants with the necessary tools, methods, and frameworks to effectively collaborate and innovate in urban settings using co-creation methods and interactive approaches. Through the lens of living lab and co creation, participants of the workshop identified problems in the fishing and solid waste management. While urbanisation spikes demand and prices for fishing products, the sector now contends with overfishing, illegal fishing and pollution. Over the past decade dwindling stock has forced six fish processing factories out of business. In the context of living lab, fishermen, business persons, solid waste dealers, municipal officials, local leaders, community groups, academics, non-governmental organizations and civil society examined identified and examined specific problems. Specifically, they picked to work out practical solutions for solid waste pollution on the Lake Victoria and glass bottles in the municipal. Besides working in the workshop, living lab and co creation participants visited live example of living lab at a fishing shore in Kayenze Ndogo, 45 kms from Mwanza central business district. Organised by OSOBO, Dutch based start up, the living lab goal is developing economically viable electric outboard engines to fishers on Lake Victoria to reduce emissions and improve the lives of fishers. Joab Omondi, a coordinator at OSOBO in Mwanza, said that they actively apply living lab frameworks to identify issues as fishers use the battery and the outboard engines. “We have improved four versions of the outboard engine, and migrated from lithium rechargeable batteries to sodium batteries. The weight that packs energy in a battery has been cut by half over five years of developing, using and improvements,” said Omondi. The current model of the outboard engine can work nearly five hours a day for up to seven months without need of maintenance. The sodium battery weighs 48 kg and powers a fishing boat for four hours. “I’m amazed by the battery that cuts fuel emissions, cheaper than petrol and the quietly powers a loaded boat,” said Bakari Kadabi chairperson of the Federation of Fishermen Association of Lake Victoria. After this initial session of living lab and co creation, Inclucities implementing partner, SIDO, a government agency that incubates industrial innovation, will coordinate the Living Lab and Co creation in Mwanza to ensure the identified problems and solutions are followed through. By handling the baton of organising living labs and co creation platform to government institutions, it is expected that Enabel support during the project lifetime will yield convincing results that will incentivise the government to sustain the platform, applying the methods to address different issue. The ultimate goal is contributing to an inclusive local economy in Mwanza. Meanwhile, different media houses developed stories from listening in the sessions of the living lab. Some of stories were published on nation wide TV, Kiswahili newspapers radio, several blogs.

Bridging the knowledge gap to address Mozambique’s 60% drinking water loss

Access to clean water and basic sanitation is essential for the quality of life of all human beings and, consequently, for global development. Our current portfolio acknowledges this reality, as well as the challenges and opportunities inherent in this critical sector. Throughout our work, it has become evident that addressing these challenges requires more than isolated solutions. It demands a cross-sectoral approach involving effective collaboration between public and private sector institutions. We have been working closely with key partners, such as the DNAAS (National Directorate of Water Supply and Sanitation), and promoting dialogue with the private sector. This collaboration unveiled the complexities of the sector and the need for integrated solutions that not only meet immediate needs but also build a more efficient, inclusive, and sustainable future for all.Navigating the Duality: Need vs ProductivityA recent event with the engagement of the private sector aimed at discussing training gaps for Water and Sanitation Technicians highlighted some of the sector’s most pressing challenges. One striking finding was the alarming figure that around 60% of water produced is not billed due to losses along pipelines and theft. The main culprit was identified as the significant gap between technical capacity and technology advance, particularly in the control and maintenance of modern systems. With the evolution of the sector, technicians are now expected to demonstrate creativity, work autonomously or collaboratively, record information, critically analyse data, and propose innovative solutions. Mr. Dário Amade, General Manager of AfriDev Mati, a company playing a pivotal role in Mozambique's water supply sector since 2012, emphasized the need to form more technically skilled professionals capable of handling these emerging technologies. For Dário, this not only benefits the community by ensuring continuity but also incentivises companies to invest in the sector on the long term with a wider pool of qualified technicians to meet the demands of the labour market. Proposed Solutions and Collective CommitmentThanks to the active involvement of our partners, we have designed solutions that go beyond theory. One of the central proposals was to update the sector’s curriculum to include advanced technologies such as desalination, photovoltaic and automation. The discussion also emphasised the need to develop practical skills in areas such as loss management and photovoltaic installations. All of this framed within an approach that incorporates gender considerations and environmental safeguards, ensuring progress is inclusive and responsible.What Now? Our Realistic Action PlanWith DNAAS in-depth knowledge of the sector and private sector representatives providing valuable insights into market demands and emerging technologies, an action plan was defined as follows: Focus on Priority Courses: supervision, loss management, electrical installation and photovoltaic systems, and plumbing and desalination. Training Strategy: Short-term programmes (1 week to 3 months), tailored to local needs and covering both public and private sectors. Focus Locations: Maputo and Gaza were chosen to pilot these training sessions. Joining Forces for the Future This event reinforced the importance of partnerships as catalysts for transformation. By combining efforts with DNAAS, private sector, WASH training centers namely: CFPAS and FIPAG Academy, we are creating sustainable and impactful solutions that will benefit the entire ecosystem of the sector: communities, public institutions, technicians and businesses. We are excited about the next steps and confident that, together, we can turn challenges into opportunities and build a future where access to water and sanitation is more efficient, equitable, and sustainable. Une mission stratégique pour soutenir le développement au Mali

Le mardi 25 février 2025, une mission de la Direction Générale de la Coopération (DGD) s'est rendue à Koulikoro, composée du chef de coopération de l'ambassade de Belgique au Mali, du responsable du programme d'Enabel au Mali et de son équipe. Cette visite s'inscrivait dans le cadre des projets de coopération belgo-malienne, visant à promouvoir le développement durable au Mali, en particulier dans les secteurs de l'assainissement, de l'agriculture et de la coopération économique. Un briefing stratégique sur les projets phares de la coopération belgeLa mission a débuté par un briefing stratégique approfondi sur les projets emblématiques soutenus par l'ambassade de Belgique. Parmi eux, le Projet d'Appui à la Filière Halieutique (PAFHa), le Projet d'Amélioration de l'Accès à l'Eau Potable et à l'Assainissement (PEPAK) et le Portefeuille Thématique Climat Sahel PTCS ont été mis en avant comme des piliers essentiels de l'engagement belge au Mali. Ces projets sont au cœur des efforts de la Belgique pour soutenir le développement des communautés. Renforcement des liens avec les autorités régionales Un moment fort de la mission a été la rencontre avec les autorités régionales de Koulikoro, qui a permis de consolider les relations entre les partenaires belges et les instances locales. Le maire de Koulikoro et le gouverneur de la région ont exprimé leur profonde reconnaissance pour l'engagement constant de la Belgique en faveur de l'amélioration des conditions de vie des populations, malgré un contexte complexe marqué par des défis sécuritaires et économiques. Les autorités locales ont salué les actions concrètes menées, notamment en matière d'assainissement, d'accès à l'eau potable et de soutien socio-économique. Elles ont également partagé leurs recommandations pour renforcer la collaboration future, en mettant l'accent sur des priorités stratégiques telles que la gestion durable des ressources naturelles, le soutien aux femmes et aux jeunes évoluant dans le secteur informel, ainsi que l'amélioration des infrastructures publiques. En signe de reconnaissance et pour marquer cette rencontre, le gouverneur de Koulikoro a offert deux plaquettes symboliques à l'effigie de la région aux représentants belges, scellant ainsi cet échange prometteur. Visites de terrain : observer l'impact concret des projetsAu-delà des échanges institutionnels, la mission a inclus des visites de terrain pour observer directement les effets des projets sur le terrain. Parmi les étapes notables, la délégation a visité la station de traitement des boues de vidange de la commune urbaine de Koulikoro. Ce site joue un rôle stratégique dans la gestion de l'assainissement et la réduction des risques sanitaires, un enjeu majeur pour la région. La délégation a également exploré un site d'exploitation de sable, secteur où de nombreuses femmes locales sont impliquées. Cette visite a permis de mieux comprendre les conditions de travail difficiles auxquelles sont confrontées ces femmes font face, tout en valorisant les opportunités de développement local. Les échanges ont mis en lumière les efforts à fournir pour améliorer les conditions de travail et favoriser l'égalité des sexes dans ce secteur. Une coopération durable pour le développement de KoulikoroCette mission à Koulikoro a été un moment clé pour souligner l'importance de la coopération entre la Belgique et le Mali. Elle a permis de jeter les bases de nouvelles initiatives conjointes avec les autorités locales, visant à soutenir les communautés maliennes sur le long terme. La Belgique réaffirme ainsi son engagement envers les populations maliennes, avec une attention particulière portée sur les femmes et les jeunes, dans le respect des réalités locales et des défis du contexte actuel. En somme, cette visite a constitué une étape importante pour renforcer les partenariats existants et promouvoir une coopération durable pour le développement de la région de Koulikoro et au-delà.

Mauritanie: Avancée majeure dans la gestion des stocks de médicaments

Dans le cadre de son engagement en faveur du renforcement du système de santé en Mauritanie, Enabel, à travers le projet AI PASS2 financé par l’Union européenne, a soutenu la mise en place d’une plateforme numérique innovante pour améliorer la gestion des stocks de médicaments à l’échelle nationale. Le lancement officiel de cet outil stratégique a été présidé par M. Ely Ould Meida, Directeur Général de la Régulation et de la Planification. Grâce à cette plateforme, les hôpitaux, grossistes et la Centrale d’Achats de Médicaments et de Consommables Médicaux peuvent désormais saisir chaque mois les stocks disponibles ainsi que les commandes en cours ou attendues. Ce système permet aux autorités sanitaires de mieux anticiper les ruptures et pré-ruptures de médicaments et d’assurer une distribution plus efficace sur tout le territoire.Après la cérémonie d’ouverture, des ateliers de formation ont été organisés pour permettre aux acteurs du secteur pharmaceutique de se familiariser avec l’outil et d’assurer une utilisation optimale. Grâce à ce projet, Enabel et l’Union européenne contribuent activement à renforcer l’efficacité et la transparence du système de santé en Mauritanie, au bénéfice des populations.

Pour y répondre, les programmes RIMDIR et RIMFIL mettent en place des solutions durables afin de renforcer la résilience des populations vulnérables et assurer un avenir plus sûr pour les producteurs locaux.Des infrastructures pour un développement agricole durablePour améliorer l’accès à l’eau et de favoriser des pratiques agricoles plus résilientes, 95 infrastructures rurales productives ont été mises en place. Parmi elles, des barrages, canaux et jardins agroécologiques permettent d’optimiser la gestion des ressources en eau et d’accroître la production agricole. Ces aménagements structurants facilitent l’irrigation et assurent une agriculture plus productive et durable.Un accompagnement au plus près des producteursLes programmes RIMDIR et RIMFIL accompagnent 5.416 producteurs et productrices dans l’adoption de techniques agricoles innovantes et durables. Grâce à cet appui, les cultivateurs exploitant les barrages et les jardins maraîchers bénéficient de meilleures conditions de production, garantissant une diversification alimentaire essentielle pour les communautés locales.Des sites agroécologiques modèles pour inspirer le changementDans le cadre des programmes, 10 sites agroécologiques modèles ont été mis en place afin de démontrer l'efficacité des pratiques agricoles durables et de favoriser leur réplication à plus grande échelle. Ces espaces permettent d'expérimenter des techniques innovantes tout en formant les agriculteurs à des méthodes plus résilientes face aux changements climatiques.Des infrastructures de transport pour un meilleur accès aux marchésPour renforcer les opportunités économiques des producteurs, le programme a également investi dans l’amélioration des infrastructures de transport. De nouvelles routes et radiés ont été construits, facilitant ainsi les échanges commerciaux et l’acheminement des productions vers les marchés urbains. Cette meilleure connectivité permet aux agriculteurs de mieux valoriser leurs récoltes et d'assurer une source de revenus plus stable.Un engagement pour un avenir plus résilientFinancés par l’Union européenne et mis en œuvre par Enabel, les programmes RIMDIR et RIMFIL contribuent à construire des territoires plus résilients face aux défis climatiques et économiques.
