    THE VET Toolbox jointly launched in Ghana

    The VET Toolbox was launched in Accra on 27 September 2018. Hosted by British Council in partnership with GIZ, this event was an opportunity for the National Board for Professional and Technician Examinations (NABPTEX) but also for Ghanaian private sector representatives, for Eu delegation in Ghana and for British Council and GIZ representatives to discuss VET reforms and ways to enhance employability for all.Mr Robin Cordes, the Deputy Head of Cooperation, German Embassy, said youth unemployment remained a global problem and an agenda to be pursued as people considered it a time bomb.The world is already feeling the effects with wide spread agitations, unrests and the mass migration of youth from developing countries through dangerous means to Europe in search of jobs. No single country or institution could struggle alone. The implementation of the VET Toolbox will contribute to encourage networking, dialogue and exchange of experiences., he said.Mr Chikodi Onyemerela, the Acting Country Director for British Council, expressed the Bristish Council’s appreciation as one of the implementing agencies of the VET Toolbox, which would help to focus on evidence–based VET and labour market information and improve private sector invlovment in VET.Mr Chikodi Onyemerela added the VET Toolbox is supporting the reform process of the TVET system to built up a highly skilled local workforce for the local industry to contribute to the sustainable development of the country.It will improve the conditions for job creation and job access by supporting demand driven vocational education and training according to the need of the employers and the labour market., he said.Mr Andreas Hoth, VET Expert representing the VET Toolbox partnership during this launch, urged individuals, civil society, private and public institutions who needed o vocational education related support to apply.He said inadequate private sector engagement in such initiative was detrimental to achieving success, hence the VET Toolbox, which made available the much needed expertise and practical advice to partnering countries.VET policies such as labour market intelligence, private sector engagement and support would ensure the inclusiveness of disadvantaged and vulnerable groups for the total development of the workforce., he said.

    Why a VET Toolbox ?

    Employment is the key to development and inclusive growth. It generally leads to improved living conditions and reduces poverty. A main driver of employment is education, and particularly vocational education and training (VET), which equips people with skills that are on demand in the labour market. However, many of the VET systems in the developing world are inadequate. People trained through these existing VET systems do not acquire the right skills and competences due to several limiting factors, namely the lack of private sector involvement in the training and missing linkages to formal and informal businesses. Furthermore, the VET systems are often inaccessible to the most disadvantaged groups, including vulnerable individuals, youth and women, even though it is exactly these people that could benefit most from an education that increases employability.Addressing these challenges requires clear priorities and particularly resources, which many countries do not have or are not capable of mobilising. As a response, the European Union decided to launch the VET Toolbox, a new international facility that provides partner countries with much needed expertise, tools on themes such as VET policy and reform, labour market intelligence, private sector engagement in VET, and inclusiveness of disadvantaged groups.

    From 13 to 17 November 2017, the VET Toolbox, through LuxDev, explored needs in terms of governance and management of training institutions and organized training for managers of training centres. During 5 days, participants worked to:Share good practices in the management of FPT centers in Brazil and SenegalDiagnose current governance and management needs of Senegalese FPT institutionsIdentify and define a strategy and support axes adapted to the Senegalese contextPropose an action plan and detailed accompanying activitiesExchange and analyze the possibility of establishing a lasting partnership between MFPAA and SENAI.Partner institution: Ministry of Vocational Training, Apprenticeship and Crafts.From 19 to 21 March 2018, the VET Toolbox, through LuxDev, participated in a regional seminar to exchange and strengthen public-private partnerships (PPP) in vocational education in Africa. During 3 days, participants worked to:enable key players in VET from 18 African countries to share their  experiences to strengthen the quality and performance of the public-private partnership in their sectorstrengthen the dialogue between public and private sector actors stimulate the networking approach by sharing practical experiencesdeepen the practical and functional understanding of crucial aspects of PPP development through sessions focused on current sub-themes for African countries engaged in the renovation of their vocational training systemproduce a summary document.More than 100 participants from 18 African countries were involved.The regional seminar was a collaboration between LuxDev, PEFOP and IFEF.

    El Programa de Asistentes Junior en el mundo y en el Perú

    Desde el comienzo del Programa en 2006, más de 500 jóvenes diplomados han participado a esta experiencia. Los jóvenes se ven contratados para trabajar en un proyecto de cooperación al desarrollo sin que una experiencia laboral anterior en el sector y en el terreno sea exigida.El Programa Junior contrata a través de una selección estricta jóvenes profesionales para enviarlos en uno de los países donde la cooperación belga tiene presencia. Puede trabajar tanto en un programa de la Cooperación Gubernamental que en una ONG. De esta manera el Programa Junior contribuye a asegurar una nueva generación de  jóvenes quienes al término de su experiencia serán más propicios a comprometerse en la realización de los Objetivos de Desarrollo Sostenibles (ODS). Los jóvenes aportan una contribución profesional al programa en el cual trabajan y por otra parte, adquieren las competencias y la experiencia necesaria para continuar a contribuir a los ODS.El Programa Junior en el PerúEn el Perú, se ha comprendido en seguida la gran oportunidad que significa este programa tanto para los jóvenes que para los proyectos en curso de ejecución que los iban a acoger. Así, desde el primer año, se ha acogido la primera asistente junior en 2006 en la Representación de la (entonces) CTB. Luego, siguieron muchos más. Recién a partir de 2010, se abrió la oportunidad a las ONG belgas de poder acoger también a un AJ en el seno de su organización. Rápidamente el Programa Junior tuvo éxito en el Perú. Los socios peruanos han apreciado mucho la presencia de estos “Ajotas”, comúnmente llamados así por las siglas (AJ). Reconocían su aporte técnico de calidad así que su sentido de compromiso y responsabilidad. También aportaban este espíritu juvenil y un cierto dinamismo contagioso al resto del equipo.Sin duda este programa está dejando huellas y no solamente al nivel profesional.Para un/a joven esta experiencia es una montaña de aprendizaje de aspectos muy variados. Aprenden a responder de manera responsable a la exigencia de un trabajo formal y de poner en práctica su conocimiento. Pensamos también al perfeccionamiento de un idioma, la adaptación a un medio y cultura diferente, administrar su paciencia y frustración, a veces. Administrar su vida y la lejanía con sus seres queridos. En cuanto este último aspecto, algunos encuentran el consuelo a proximidad. También es una de las finalidades de un programa de este tipo; hacer que las generaciones futuras se comprendan mejor para tejer lazos de amistad y porque no, de amor.
