LCF - Short video documentary about the Local Competitiveness Facility

Through the cooperation of Belgium and Rwanda, the "Local Competitive Facility" (LCF) grant fund (worth €2.4 million) has been implemented in 4 pilot Districts - Gakenke, Gisagara, Rutsiro and Nyagatare - in Rwanda.The objective of LCF is to fund innovative economic partnership projects implemented by different companies or cooperatives, which will enhance pro-poor local economic development (LED). Supported by the BTC-funded Rwanda Decentralization Support Programme (RDSP), LCF is implemented under the joint responsibility of the Local Development Agency (LODA), the Ministry of Local Government (MINALOC) and the respective District authorities.After a thorough selection process for which 497 projects initially applied, 36 projects have been selected for support. The projects are unique and developed by the partnerships, according to their own needs. Partnerships have formed in different economic sectors: in agro-processing (banana-beer making, honey-processing, bread making); handicraft (shoe-making, handbags, bamboo-products); tourism (boat services and sleeping services); and ICT (webshops).For one year, each project will receive financial support as well as capacity building on business management and marketing in order to secure sustainable growth of their businesses.Find out more about LCF by watching this exclusive video presenting this innovative funding mechanism through a sampling of 4 beneficiary projects.A short version of the video can be accessed here: https://www.youtube.com/watch?v=_b-IyuR_O0s

Women Entrepreneurship Training in Gaza

Tuesday we celebrated the final day of the women entrepreneurship training program in Gaza! In collaboration with the Belgian Development Agency (BTC), Palestine Education for Employment (PEFE) launched a 12 day entrepreneurship training in the context of their Creating Employment Opportunities for Women in the West Bank and Gaza Program. BTC nominated more than 100 female trainees and graduates who participated in BTC’s Work-Based Learning programme, which strives for a better integration between TVET and the labour market and which offers trainees the opportunity to practice their skills in the private sector in an organised and structured way, for the training. The women were specialized in a variety of fields, including urban agriculture, cell phone maintenance, hairdressing, sewing, photography and montage, mobile applications, graphic design and rabbit farming. Eventually 24 underprivileged unemployed young women, with a background in Technical and Vocational Education and Training (TVET), were selected to follow the training. The women were between 18 and 35 years old and they came from different areas in the Gaza Strip. The training addressed several topics related to entrepreneurship, including social engagement, capacity building, the generating of business ideas, promotion of entrepreneurship and small enterprises and the economic and social empowerment of women.Over the course of 12 days, the 24 female participants learned how to write business plans and defend their ideas. Yesterday, the committee chose the best projects which will be further developed and financially supported. The entrepreneurship training program will provide each participant with a toolkit worth up to 300 dollars, adapted to their business idea, the sector they’re operating in and their need for support. The Second Palestinian Urban Forum (PUF II) in Birzeit

On Monday and Tuesday 30 and 31st of November, the Second Palestinian Urban Forum (PUF II) took place in Birzeit under the slogan “Localizing the New Urban agenda: Shaping the future of Palestinian Cities”. Whereas in the first Urban Forum (Nablus, March 2012) the rapid and uncontrolled urban development in the Palestinian cities, towns and villages was seen as a big challenge, now, in 2017, it became clear that urbanization can be a source of opportunities and solutions rather than challenges. The Forum focused on 4 key themes: Integrated Urban Planning; Urban Economy; Inclusive and cohesive cities; and Innovation and future cities. During the forum a special focus was given to Local Economic Development, which is a core pillar of our LGRDP program. Our colleague Bashir Barghouthi spoke about the informal economy and sustainable urban development in Palestine as part of the session on Local Economy Development – Cities as incubators. Furthermore, the RHC program was presented by Bosayna Abu Eisheh, the national coordinator for the RHC program at the Ministry of Local Government. She explained how old towns should be seen as the engine for the local economy. “Cultural heritage in Palestine is considered as an asset rather than a hinder for socio-economic development. […] Improving the infrastructure and services of the historic centers to meet the modern needs will attract and encourage the private sector to invest in these historic centers by having small businesses that provide job opportunities for the residents of the village.” During the closing session recommendations towards a New Urban Agenda in Palestine were formulated. Overall, this Forum highlighted once more the ongoing efforts and dynamics, as well as the opportunities that are to be seized in the future. Avril 2017 : Renforcement des capacités : « Impacts environnementaux de l’aviation et des activités aéroportuaires »

Du 24 avril au 5 mai 2017, une délégation du Ministère des Travaux Publics et des Transports s’est rendue en Belgique afin de renforcer ses capacités dans l’intégration de l’environnement dans le domaine des transports aériens. Composée de 20 personnes, la formation a couvert 3 thématiques plus précises : - Etude des incidences des activités aéroportuaires sur l’environnement- Système de management environnemental des installations aéroportuaires - Aviation civile et gaz à effet de serre La session de formation, conduite à Liège, a permis la rédaction, par les participants avec l’appui du formateur, d’un document de synthèse à l’attention du Ministère. Ce document propose un état des lieux et un aperçu des réglementations internationales sur la question et propose la rédaction d’un plan d’action national comprenant : - Une stratégie spécifique pour les aéroports, visant essentiellement à renforcer la prise en compte des problématiques environnementales et plus particulièrement des émissions de GES, par la réalisation de bilan carbone ; - Un plan d’action pour le transport aérien national et international; cette dernière partie permettant à l’Algérie de répondre à l’appel de l’OACI sur le sujet. La motivation et le sérieux des stagiaires a permis un travail efficace et constructif, le tout dans une ambiance agréable. Les stagiaires provenaient : - De la Direction de l’Aviation Civile et de la Météorologie (DACM) du Ministère des travaux publics et des Transports (MTPT) - De l’Institut Hydrométéorologique de Formation et de Recherches d’Oran (IHFR) - De l’Office National de la Météorologie (Météo Algérie) - De l’Etablissement de Gestion des Services Aéroportuaires (EGSA)

1er août 2017 : Lancement des projets d’appui à la société civile

Le 1er août 2017, les conventions de subside des projets d’appui à la société civile algérienne, ont été signés en présence de Madame la Ministre de l’Environnement et des Energies renouvelables. Les conventions ont été signées au profit de 17 associations pour un montant total de plus de 420 000 euros. Les associations subventionnées sont situées sur 07 wilayas de la zone côtière : Alger, Béjaia, Bourmerdes, Oran, Tipaza, Tizi Ouzou, Tlemcen. Les projets financés concernent un large éventail d’actions : sensibilisation et éducation environnementale, entrepreneuriat vert et économie verte, gestion des zones rurales (concept d’écovillage), renforcement des capacités des acteurs associatifs dans le domaine de la sensibilisation, protection du milieu marin et gestion durable de l’eau. Dans son discours, Madame la Ministre a encouragé les bénéficiaires à penser à la durabilité des actions et non pas uniquement à leur mise en œuvre et à envisager des actions de qualité avec une bonne visibilité pour diffuser et encourager les bonnes pratiques. Pour que les projets soient durables, le PRCDE a mis en place un processus en plusieurs étapes. La première étape a consisté à animer, dès la publication de l’appel, des journées d’information dans les quatorze wilayas visées, afin expliquer les lignes directrices et répondre aux questions des associations. Ensuite, les associations candidates ont pu déposer des notes succinctes pour décrire leur idée de projet. Après une 1ère sélection, les associations restantes ont bénéficié d’une formation en Gestion de Cycle de Projet avant de formuler leur projet. Ensuite une sélection définitive a été faite et, avant la signature des conventions de subside, une rencontre a été organisée avec les associations pour en expliquer le contenu de la convention article par article et répondre aux questions.

Raport Final Sensemaker: Valorisation des messages clés livrés par des jeunes filles scolarisées dans des collèges ruraux au Niger

Pour mieux comprendre les facteurs de résilience des jeunes filles scolarisées dans six collèges ruraux pilotes, le projet Sarraounia a jugé nécessaire d’expérimenter une méthodologie innovante de suivi-évaluation : le Sensemaker®. L’application de cette méthodologie participative donne l’opportunité unique aux jeunes filles de témoigner en toute confiance sur leur quotidien. C’est d’autant plus pertinent pour le projet, que cela permet de mettre en exergue la voix des jeunes filles scolarisées des six collèges ciblées. Les histoires racontées par ces jeunes filles nous livrent des témoignages sincères sur les réalités d’une jeune fille scolarisée dans un collège rural au Niger.Les résultats significatifs issus de l’analyse de ces histoires de vie sont présentés dans ce rapport de synthèse. En aidant à mieux comprendre, ce qui motive réellement ces jeunes filles à persévérer dans leurs études malgré tous les obstacles qu’elles rencontrent, nous pourrons faire des recommandations pertinentes aux différentes parties prenantes impliquées dans la mise en oeuvre de ce projet, afin de mieux réorienter les activités de sensibilisation en cours sur le terrain.https://www.btcctb.org/fr/publication/valorisation-des-messages-cles-livres-par-des-jeunes-filles-scolarisees-dans-six

Voici le gouverneur du Kasaï Oriental, Ngoyi Kasanji, sensibilisant la population de la province sur les bonnes pratiques routières, lors du lancement des travaux de réhabilitation de l'axe Tshikuyi-Ngandajika.L'implication des autorités locales, inscrite dans une approche 'du bas vers le haut', est une priorité pour PRODEKOR afin d'assurer l'appropriation des acquis par la population bénéficiaire.

Voyage d'étude sur le thème de la Budgétisation sensible au Genre

Dans le cadre d'un voyage d'étude sur la thématique suivante "Budgétisation sensible au genre" (BSG), financé par le projet Renforcement des capacités organisationnelles par l’octroi de bourses et organisé par l’Asbl « Le Monde selon les femmes ». Huits Directeurs issus du Ministère de l'Economie et des Finances du Maroc sont venus en Belgique du 1 au 7 octobre 2017. L’objectif de ce voyage d’étude est le partage d’expériences du processus belge et le transfert de savoir-faire et de compétences dans le domaine de Budgétisation Sensible au Genre : la mise en œuvre de la budgétisation sensible au genre (le « Gender Responsive Budgeting ») au sein des processus de planification et programmation budgétaire, des stratégies sectorielles, des systèmes d’information ainsi que le renforcement des capacités des responsables et cadres du ministère au niveau décisionnel en vue d'une meilleure conduite dudit processus.Suite à ce séjour en Belgique les participants ont eu la possibilité d’établir des stratégies sensibles au genre en vue d’obtenir des résultats positifs dans le cadre de la promotion de la BSG dans les politiques publiques .Egalement d’identifier les bonnes pratiques et leçons apprises de l'expérience belge en matière d’intégration du genre dans les processus de planification et programmation budgétaires.

Teaching coding from Scratch

With great curiosity students follow the moving graphic images on the computer screen while a coding trainer enthusiastically explains how to write simple scripts. For Esther Akiror, a 17-year old tailoring student at St-Daniel Comboni Polytechnic in Moroto, it is the first time she learns about coding. “This is very exciting, today I designed and decorated a cartoon.” Africa Code Week 2017 focuses on teaching ‘Scratch’, a visual programming language developed by the Massachusetts Institute of Technology (MIT) to lower the technical threshold for coding. Uganda is one of the 35 African countries hosting over 1,500 coding workshops involving 500,000 children and youth across the continent. As coding is considered the “blue collar” skill of the 21st century, it is introduced to empower future generations with the computer skills needed by a modern workforce. This year a collaboration was set up between Makerere University and partners such as BTC’s Support to Skilling Uganda (SSU) project, to introduce coding sessions at Vocational Technical Institutes (VTI’s) in Albertine-Rwenzori, Karamoja and Yumbe. Instructor teams composed of students from Makerere University gave coding sessions in VTI’s supported by the SSU project. These teams trained local students as well as IT-teachers of the VTI’s. 23-year-old Edith Ndagire, a third year Telecom Engineering student, was part of the instructor team at Lokopio VTI in Yumbe. For her it was an engaging experience: “The students here are enjoying the coding lessons and have grasped faster than I expected. They are disciplined”. The Africa Code Week initiative empowers youth such as Esther Akiror with relevant computer skills, even allowing them to create incomes for themselves. “As a tailoring student I might use coding to promote my future business.” BTC’s participation in Africa Code Week targets VTIs and populations that are often neglected when innovative interventions such as digitalization are rolled out.

Inception Workshop captured project protagonists’ contributions

Project activities must deliver progress towards objectives and results and to reaching the set performance indicators. This progress depends on the active contribution of project beneficiaries and stakeholders while activities are unfolding. On 25 October 2017 RALG Kon Tum united more than 100 project protagonists from provincial level and three piloting districts in a workshop. Participants developed their plans about how they will contribute to reaching the result indicators, what partners they want to include and what specific innovations to transparent and accountable local governance they promise to develop.

First joint project launch workshop and PSC in Vinh

On the 20th of October, the project launch workshop and the first PSC (Project Steering Committee) was jointly organized for the Support for responsive accountable local governance (RALG) projects in Nghe An and Ha Tinh. The meeting took place in Vinh and was co-chaired by the Vice Chairs of the PPC of both provinces and by the BTC-Representative. An impressive number of 80 participants was present: representatives from both provinces, from MPI and from Min. of Finance and from BTC. The project’s progress and implementation strategy were discussed, as well as the revised work plans and budget plans, which were approved. Special attention was given to the necessary speeding up of the implementation , now that the funds are available, as the deadline of the project will stay 30/06/2019. The 2 provinces decided to continue to exchange information during the implementation and to jointly also organize the next PSC, this time in Ha Tinh. At the closure of the meeting, all the ladies present were congratulated on the occasion of Women’s day in Vietnam.

A Isangi, les dirigeantes des associations féminines sont formées en leadership et entrepreneuriat féminin afin d’augmenter leurs revenus.

Marie-Thérèse Mombaya dirige une association des productrices agricoles dénommée en lingala ‘Etumba na bobola’, ou bien ‘Lutte contre la pauvreté’. Basée à Isangi, territoire situé à 127 km de la ville de Kisangni en province de la Tshopo, l’association s’est fixée pour objectif l’autonomie de ses membres. Et pour y arriver, des activités génératrices de revenu sont créées, les unes collectives, les autres individuelles.Actuellement, l’activité principale de l’association est la culture de l’ananas. A la périphérie du chef-lieu du territoire, l’association exploite une surface estimée au quart d’un hectare. Près de 150 pieds d’ananas se dressent sur le champ. Selon la présidente de l’association, la récolte pourrait rapporter à peu près l’équivalant de 150 dollars américains, le prix unitaire moyen s’élevant à 1500 francs congolais, soit 1 dollar américain. Un pourcentage du produit de vente est partagé entre les membres pour financer les activités individuelles qui permettent de subvenir aux besoins de leurs ménages respectifs. Tandis que le reste est réinvesti dans les activités collectives. Parmi les projets à court terme, Marie-Thérèse mentionne la mise en place d’un poulailler et d’une porcherie.Néanmoins, la grande difficulté de l’association reste l’accès à la terre. « La terre se vend et il nous faut au moins deux hectares », confie la dirigeante de l’association. Face à une demande de plus en plus importante, les propriétaires montent naturellement les enchères. « Il faut réunir à peu près l’équivalent de 70 dollars américains pour acquérir un hectare contre moins de 50 dollars il y a quelques années. » a indiqué notre interlocutrice. Au niveau individuel, les membres de l’association recherchent leur autonomie notamment par l’élevage des poules et le petit commerce des produits manufacturés principalement. Quoique modestes, leurs revenus contribuent principalement à la scolarisation et aux soins de santé des enfants.
