Belgium and Uganda Teacher Exchange Programme

Anne-Françoise, Céline, Camille and Rémi are teacher trainers from Belgium. With Hélène Defourny, who works for the global citizenship education programme of Annoncer la Couleur, they set out on Friday 6 March 2020 to meet fellow trainers in Uganda.They have been preparing this meeting for many months and discussed their views on global citizenship education. They also picked a topic of choice: gender.The Belgian trainers have been hosted for a full week by their Ugandan peers, attended classes and even teached course material that they have prepared together. A week to meet, to train in global citizenship education, to discuss the theme of gender and its realities in both contexts. But above all, one week to co-construct by Belgian-Ugandan pairs a pedagogical device that addresses gender issues and to teach it together in front of a class of future teachers. Next October, the Ugandan peers – Alice, Abdul-Majid, Daniel, Lameca Ndiwalana, Monica-Joséphine and Medad – will in turn visit Belgium.This is part of a programme to share views and work together for several months. The programme is run in collaboration with Enabel's TTE project in Uganda. This project has 5 main objectives:Bring together teacher trainers to share practices on how to train future teachers (internships, micro teaching, model lessons, active teaching and use of ICT).Share ideas on how to mainstream global citizenship education in the training of future teachers (interdependence, inclusion, gender...).Co-create a global citizenship education teaching kit that can be used in both countries.Test and show that global citizenship education is as relevant in Belgium as it is in Uganda.Capitalise on the added value created by this type of experience and capitalise on the impact this may have on initial teacher training curricula.

Depuis le 9 mars 2020, le Burkina Faso fait face à la pandémie de Covid-19.Pour accompagner le pays dans la lutte contre cette pandémie, Enabel au Burkina a mis en œuvre des actions spécifiques dans plusieurs secteurs dont celui de l’entrepreneuriat.Nous contribuons ainsi à la promotion de l’entrepreneuriat à travers notre appui à la lutte contre la Covid-19.Antoine Sorgho est membre de l’association des artisans de Tenkodogo. Il a été attributaire d’un marché de confection de 196 dispositifs de lave-mains dans le cadre de la mise en œuvre de l’intervention « Entrepreneuriat » du programme de développement économique et social inclusif et durable de la région du Centre-Est. Uganda’s Ministry of Health receives UGX. 460 million from Belgium to fight Covid-19

The Ministry of Health has received UGX 460 million assistance from the Kingdom of Belgium to fight COVID-19. The funds will support risk communication activities and COVID-19 surveillance. Enabel Country Representative Christelle Jocquet while handing over the first consignment of hand-held-infrared, non-contact human temperature rapid screening equipment worth UGX 200M to Health Minister Dr. Jane Ruth Aceng said the thermometers will boost the country’s COVID-19 surveillance capacity while UGX 260 million will be used to support risk communication activities. “The Ministry will use the equipment to monitor body temperature in public spaces such as buildings, health facilities, airports, commercial complexes,” Ms. Jocquet said. “Another batch of 400 pieces is under shipment and will be delivered soon”. As the country gradually lifts lockdown and receives Ugandans who were stranded abroad, the Ministry has intensified surveillance especially at border points of entry including Entebbe International Airport, where the first COVID-19 case in Uganda was detected. Surveillance has also been strengthened at public spaces including offices, shopping centres, passenger service vehicles etc. Enabel has been supporting the Ministry of Health since 2015 in the Rwenzori and West Nile regions. Specifically, the organisation supported the Strategic Purchasing of Health Services in Uganda (SPHU) project supporting 83 health facilities build capacities of the Ugandan health system and the roll-out of the strategic purchasing mechanism for Public and PNFP Health Services. The Enabling health in Acholi EHA project is implementing the Results Based Financing (RBF) approach in 36 public and not for profit health facilities in Gulu, Nwoya, Amuru and Omoro districts with a particular focus on women, children and other vulnerable groups. These projects implemented within the framework of the National Results Based Financing policy have addressed the health sector challenges of inadequate human resources, health infrastructure and medicine supplies to create demand and supply by encouraging individuals, households and communities to take their children to receive quality health services/vaccines on one hand and health workers delivering good health care on the other.

Démarrage des travaux de restructuration du système d’adduction d’eau potable - Burkina Faso

L’équipe du projet a pris part le 30 Avril 2020, aux côtés des collaborateurs de l’Office Nationale de l’Eau et de l’Assainissement (ONEA), de l’entreprise en charge des travaux, du bureau de contrôle et des agents domaniaux à la remise des sites pour les travaux de restructuration du système d’adduction d’eau potable de la ville de Fada N’Gourma dans la région de l’Est. La durée des travaux est de 24 mois. En prélude à cette remise des sites, l’équipe du projet a rencontré les autorités administratives dont le gouverneur de la région de l’Est, le président du conseil régional, le maire de la commune de Fada N’Gourma, la directrice régionale de l’eau et de l’assainissement, les représentants de la police et de la gendarmerie et le directeur de l’établissement public communal pour le développement.

Lancement du processus de transfert des compétences sur la formation en ligne en RDC

La digitalisation au sein de L'école Nationale d'administration ENA est résolument engagée grâce à l'organisation de la formation en ligne.Suite aux mesures de confinement en vigueur, une stratégie de la ministre de la fonction publique pour la modernisation de l'administration publique est d'intégrer davantage l'utilisation des outils du numérique dans les activités de formation. Les formateurs qui administreront ces cours ont eux-mêmes bénéficié de deux séminaires animés par des formateurs de L’Institut Egmont de Belgique grâce au financement d' Enabel. Les formateurs vont ainsi mettre à la disposition des élèves de l'ENA toute la matière reçue grâce aux outils numériques. Le 18 juin, une vidéo-conférence a donc permis le lancement simultané en Belgique et à Kinshasa de la formation en ligne. S’en est suivi une présentation du processus d’accompagnement des formateurs nationaux par l’Institut Egmont, puis une simulation séance tenante du cours de passation et éxécution des marchés publics.Cette cérémonie officielle de lancement a été conduite depuis Kinshasa par la ministre de la fonction publique, Yolande Bosongo depuis son cabinet avec en vidéo-conférence les différents partenaires dont Le représentant de l’ambassade de Belgique, le représentant d'Enabel en RDC, Philippe-Serge DEGERNIER, le représentant de l’ambassade de France, les chef s de projets de l’Institut Egmont, le DG de L’ENA et les formateurs. Enabel soutient l’ENA depuis 2014 au travers de son programme pour l’octroi des bourses (PRECOB). Il s’agit de la 6ème promotion d’élèves qui sera ainsi formée grâce aux compétences acquises par ces formateurs.
