The Team Europe Support Structure for Manufacturing and Access to Vaccines, Medicines and Health Technologies in Africa (TESS MAV+) is a support project established under the broader Team Europe Initiative for Manufacturing and Access to Vaccines, Medicines and Health Technologies in Africa (MAV+). Jointly financed by the European Union (€10.5 million), the German Federal Ministry for Economic Cooperation and Development (€2 million) and the Belgian Directorate-General for Development Cooperation (€3 million), the project had a total budget of €15.5 million and was implemented by a consortium composed of Enabel, Expertise France and GIZ. Its specific objective was to enhance MAV+ coordination, technical expertise, progress monitoring and communication. The project was structured around four results: operational support to the European Commission for coordination, monitoring, evaluation and communication; technical support to MAV+ workstreams; support to the Platform for Harmonized African Health Manufacturing Secretariat; and technical support to strengthen equitable access to quality health products in Africa. The project was implemented in the context of African and European efforts to strengthen local production of vaccines, medicines and health technologies and to improve access to affordable and quality health products following the COVID-19 pandemic.

The final evaluation covered the period from January 2023 to June 2026 and focused on the role and performance of TESS MAV+ in relation to its original mandate. In line with Enabel’s evaluation policy, the evaluation served both accountability and learning purposes. The analysis was guided primarily by the DAC criteria of effectiveness, efficiency and sustainability, with attention given to the project’s design, governance arrangements, coordination mechanisms, delivery of technical assistance and contribution to partnership processes. The evaluation also examined collaboration between European and African stakeholders, the functioning of the consortium model, monitoring and knowledge management systems, and support provided to African institutions. Cross-cutting dimensions related to gender, human rights, environmental considerations and equitable access to health products were also reviewed.
