In 2022, the building of the Kostiantyn Svetenok Lyceum in Kyinka, Chernihiv region, was damaged by Russian shelling. Thanks to the efforts of the local community and donors, the school was able to quickly resume in-person learning.

Belgium also contributed to the lyceum’s recovery. With the support of Enabel, a comprehensive thermal modernisation of the building was carried out – including upgrades to the heating and ventilation systems, as well as insulation of the façade and roof. This is our first project of this kind and the first in a broader series of investments in energy efficiency.

The past heating season has already proved the impact of these measures: heat consumption has decreased significantly, allowing the hromada to redirect saved funds to other priority needs. Through its BE-Relieve programme, Belgium also financed improvements to the school grounds, the installation of a ramp, fire safety arrangements in the shelter and modern lighting for the sports hall.

On May 21, the school brought together partners to mark the completion of the works. The opening ceremony was attended by First Deputy Head of the Chernihiv Regional State Administration Kostiantyn Mehem, Deputy Head of Mission of the Embassy of Belgium in Ukraine Robin Herrero, Enabel Country Director Dirk Deprez, Head of the Kyinka Village Council Andrii Holovach, and Andrii Shyian, representative from the State Agency on Energy Efficiency and Energy Saving of Ukraine.

Investing in the Kyinka Lyceum is also an investment in the development of the hromada, even in times of war. Resilient, energy-efficient social infrastructure helps reduce pressure on local budgets while bringing Ukraine closer to EU energy and sustainable construction standards.
