Project summary

The Palestinian Government Plan ‘Establishing the State, Ending the Occupation’, adopted in August 2009, calls for promoting capacity and efficiency of local government units (LGUs) enabling them to provide high quality and cost-effective services to citizens at the local level through a phased decentralization process.

In the specific context of a ‘State building’ process in an occupied territory, municipal development and local governance are crucial and strategic sectors. They are key in the challenge of structuring and strengthening a decentralized administration of the territory and are indispensable to achieve the political, economic and social goals for sustainable development on which the Palestinian Authority will base the state.

The LGRDP project aims to support this decentralisation process and to structure and strengthen the administration of the Palestinian territory.

General objective

The Local Government Reform and Development Program (LGRDP) aims to support the administration of the Palestinian territory.

Specific objective

1. Direct institutional capacity development of all stakeholders involved in decentralization, territorial administration and local governance
2. Support four clusters of local government units (LGU’s) in the framework of the amalgamation strategy and the merging process of small LGU’s to set up viable municipalities
3. Support to new amalgamated municipalities through the municipal development fund
