Belgium has supported the development of the “Unified Qualifications Register – Classificator of Occupations” (UQR-CO), a new digital platform created by the National Qualifications Agency to modernise and align Ukraine’s labour market information systems with European standards.

The UQR-CO is a public portal that consolidates data on occupations, qualifications, and professional standards in line with the international ISCO-08 classification. In addition to providing structured occupational data, the platform enables users to compare average salaries by profession and identify relevant qualifications centres.

Launched in test mode at the end of April, the platform represents a significant step toward improving labour market transparency and supporting evidence-based decision-making for job seekers, employers, and policymakers.

The rapid development of the UQR-CO was made possible through close cooperation between government institutions and employers, with support from European donors.

Contributions from partners including the  the European Bank for Reconstruction and Development, Federation of Employers of Ukraine and the Solidarity Fund PL in Ukraine helped align Ukraine’s occupations classifier with the ISCO-08 standard. 

At the official presentation, representatives of Belgium highlighted their support through Enabel, with remarks from Chargé d’Affaires a.i. Robin Herrero and Enabel Ukraine Country Director Dirk Deprez.

Olha Koval, Head of the Subcommittee on Vocational and Pre-Tertiary Education of the Verkhovna Rada of Ukraine, emphasized the platform’s strategic importance: “The UQR-CO is an important tool that will help synchronize our skills and professions and enable us to respond to labour market challenges in a timely and modern way. It’s a major step toward our integration into the EU.”

Dirk Deprez, Enabel Country Director, added: “The Occupations Classifier was not initially on Enabel’s radar, but our cooperation with the National Qualifications Agency on this platform became a missing piece of the puzzle in our BE-Relieve programme. We are glad to join efforts with other European partners and support the integration of Ukraine’s labour market into the European market.”

The UQR-CO platform is currently available in beta version, inviting users to explore its features and provide feedback as development continues.
