The CIRCERC project (EU Circular Economy Resource Centre) is implemented by Enabel, the Belgian development agency. This multi-country and multi-partners initiative aims to strengthen the implementation of the international objectives outlined in the EU Circular Economy Action Plan. The Secretariat will be based in Europe, either in Brussels or Helsinki, while activities will take place across Africa, the Eastern and Southern Neighbourhood, Asia, Latin America, and the Caribbean.

The project's overall objective is to enhance the adoption of effective circular economy policies and business models through peer-to-peer exchanges and partnerships between EU and third-country stakeholders. Additionally, it plans to establish and operate an EU Circular Economy Resource Centre, which will include a Secretariat to coordinate activities and provide helpdesk support.
