The action is intended to build on the technical assistance work already undertaken in the past and to further support and strengthen the modernisation process of the Greek revenue administration (tax and customs) and of Greek Public Financial Management (PFM) practices.As regards revenue administration, Greece is still lacking crucial expertise in a variety of core areas, leading to a need for support from long term resident experts with a proven track-record and relevant expertise not easily available in Greece.Fields concerned by this technical assistance could include amongst others: - High-Wealth Individual and High-Income Self-employed Taxpayer Audit; - reinforcement of debt collection capabilities notably with a view to the highly challenging integration of collection of social security contributions into tax administration; - support on excise duties, an area where Greece incurs heavy revenue losses due, amongst other factors, to a lack of administrative capacity; - assistance in the build-up of a policy and legislation function inside the tax administration headquarters, able to play a central role in the implementation and interpretation of legislation. As regards PFM, additional long-term expertise in Athens can be brought to bear complementing and expanding the technical assistance already provided by the IMF, notably with a view to helping the Greek General Accounting Office reaching out to other ministerial departments and developing policy analysis capabilities. |
