Project description

The Women Leadership in the Public ICT Sector (WLICT) project contributes to advancing a human-centric digital transformation grounded in the fundamental values of the European Union.

By focusing on inclusion and gender equality, the project aims to promote meaningful participation of women and girls in the digital sector, particularly in leadership roles within public ICT institutions.

A key objective of the initiative is to expand opportunities for women and girls — especially from younger generations — to access STEM (*) education. Through the joint efforts of Enabel, ESTDEV, and FIIAPP, the project delivers leadership and soft skills programmes tailored to young people and emerging youth leaders. In parallel, it encourages engagement with positive role models to inspire more girls to pursue STEM careers and to help dismantle persistent gender stereotypes that limit their potential.
Another central pillar of the project is the fight against gender-based cyberviolence. Led by Expertise France in collaboration with Enabel, Latvia, and FIIAPP, the initiative seeks to improve legal and institutional frameworks that ensure a safer online environment for women leaders in the ICT public sector. Victims of gender-based cyberviolence benefit from targeted support mechanisms, while broad awareness campaigns and prevention strategies contribute to a stronger, more informed response to digital gender-based threats.


Through these integrated actions, WLICT not only empowers women and girls in digital spaces but also strengthens democratic values and inclusive governance in the context of global digital transformation.

STEM stands for Science, Technology, Engineering, and Mathematics. It's an acronym commonly used to refer to educational programs, fields of study, and careers that focus on these four disciplines. Promoting STEM is often seen as essential for innovation, economic growth, and addressing global challenges—especially when encouraging greater participation from underrepresented groups such as women and girls.
