Building bridges in Labor Administration: a week of collaborative learning between Rwanda and Uganda

From 26th to 30th of August 2024, the Ministry of Public Service and Labour (MIFOTRA) hosted a delegation from the Ministry of Gender, Labour, and Social Development (MoGLSD) of the Republic of Uganda for an exchange aimed at refining labour practices and strengthening regional networks in social protection. The visit was facilitated by Enabel, the Belgian development agency under its Thematic Portfolio Social Protection.

The visitors engaged in a series of presentations that delved into Rwanda’s labour inspection system. The focus was on a wide range of topics: from policy and strategy to the practicalities of labour inspections. The sessions highlighted Rwanda’s achievements, shared lessons learned and discussed methodologies and stakeholder engagement strategies. A particular highlight was the introduction to Rwanda's Integrated Labour Administration System (ILAS), which stood out for its comprehensive approach to child labour, occupational safety and health, social dialogue, collective bargaining, and labour disputes.

Patrick Kananga, MIFOTRA’s Chief Labour and Decent Work Administrator, articulated the philosophy behind the exchange. "We don't just want to create jobs. We want these jobs to be productive and decent. For that reason, it is necessary to listen to different parties and in different contexts. Exchanges of ideas can truly encourage this approach,” he remarked, emphasizing the importance of learning from each other’s experiences.

The delegation also exchanged on labour dispute mediation, a critical area for both countries. The Ugandan delegation participated in an in-depth presentation and engaged in an open discussion hosted by the Gasabo Labour Inspector’s Office. The dialogue explored the nuances of labour inspectors' power and mandates in both nations, offering insights into the varied approaches to resolving workplace conflicts.

The delegation also had an opportunity to travel to Musanze District for a practical visit with local labour inspectors. This field visit allowed them to observe the implementation of Integrated Labour Administration System in action and to engage with Rwandan inspectors directly.

The exchange exemplified the power of regional collaboration in enhancing labour administration and creating a more just and productive work environment for all.
