The TED initiative (Team Europe Democracy) formerly known as Democracy Support Alliance, was launched in 2021 and is a global thematic Team Europe Initiative (TEI) to promote democracy and human rights worldwide. TED has over 110 member organisations, including 14 EU Member States (Austria, Belgium, Croatia, Czechia, Denmark, Finland, France, Germany, Ireland, Netherlands, Poland, Slovakia, Spain, Sweden) and Switzerland (as an observer). These members play a key role in this initiative, whose objective is to provide a unified, strategic European response to democracy support, with the TED Secretariat facilitating this process.
The TED initiative has three pillars.
The first pillar is the TED Network, managed by the Secretariat. Its purpose is to facilitate information exchange and strategic dialogue between development actors. It enhances cross-regional collaboration on democracy support and human rights, and bolsters joint initiatives on thematic priorities between EU institutions, EU Member States, civil society organisations, networks, think tanks and funds based in Europe.
The Network is divided in three Working Groups (WG), each focusing on specific themes and emerging needs: Accountability and the Rule of Law (WG1), Civic and Political Participation (WG2) and Media and Digital (WG3). Each of these Working Groups is led by EU member states, TED Network members and DG INTPA with the support of the Secretariat.
The second pillar of TED is the Partner Country Engagement (PCE), which aims to provide expertise at country level. In so doing, experts assist EU Delegations and EU MS in operationalising TEIs and/ or developing joint democracy actions, to strengthen the coordination and complementarity of European interventions for democracy.
The third pillar of TED focuses on research and analysis of democratic support and policies. This pillar is not facilitated by the TED Secretariat but by a consortium known as STED (Supporting Team Europe Democracy), made of International IDEA (I-IDEA), Carnegie and European Partnership for Democracy (EPD).
