Wehubit 2.0 is Belgium’s flagship programme supporting digital social innovations in Africa within the Digital for Development (D4D) strategy. Funded by the Belgian State with a budget of €5 million, the project is implemented from October 2023 to December 2026 by Enabel through its Innovation Hub, alongside other programmes such as DGA, DGI, RTIA and DeSIRA+. The project operates mainly in fourteen partner countries and aims to increase the use of digital innovation to contribute to the Sustainable Development Goals and address global challenges. Its objective focuses on both supporting inclusive digital social innovations—particularly addressing gender gaps—and strengthening the capacities of national and regional actors within innovation ecosystems. Its main résultats combine financial support to selected initiatives, tailored capacity-building, structured knowledge exchange through a network, and advisory services provided by the Innovation Hub, in a context that prioritises inclusion, human rights and ethical technology use.
The evaluation was conducted between January and April 2026, covering implementation progress up to that point, and was designed to serve both accountability and learning purposes. It relies on a mixed-methods approach combining document review, stakeholder interviews, case studies, observation and benchmarking against comparable programmes. The analysis is structured around the CAD framework, examining overall performance while paying particular attention to relevance, coherence, effectiveness, efficiency, sustainability and broader effects. In addition, the evaluation explores specific analytical dimensions including the contribution of innovation processes, the functioning of the Innovation Hub model, partnership dynamics, and alignment with Enabel’s strategic orientations. Cross-cutting themes such as gender equality, inclusion, human rights and environmental considerations are also examined as integral components of the project’s design and implementation.
