The Regional Teachers Initiative for Africa (RTIA) is a partnership between the European Union, EU member states (France, Belgium and Finland), UNESCO, and the African Union Commission, designed to tackle the critical shortage of qualified teachers in Sub-Saharan Africa. By supporting teacher governance, teacher development, and related education reforms, the initiative ensures that schools have enough skilled, motivated, and inclusive teachers to deliver high-quality education for all.
Within the RTIA, the Facility - supported by Belgium, France, and Finland - focuses on 3 key priorities:
1. Governance and policy through demand-driven technical assistance (Window 1)
2. Teacher training and professional development through testing and scaling up innovative solutions (Window 2)
3. Research and production of knowledge on teacher issues (Window 3)
Enabel is leading Window 2, but also provides one Technical Lead Expert for Window 1.
Window 2: Enabel's Scaling Project
The Digital Innovation for Education Scaling Project, implemented in Tanzania (Kigoma Region), Uganda (Adjumani and Jinja District), and Rwanda, aims to enhance teachers' professional competencies in digital education and equip them to support learners in developing the skills, knowledge, and attitudes necessary to engage in the digital transition.
The project is implementing two key innovations:
- Innovation Hubs – Spaces where teachers can access the internet to download teaching resources or create new ones, prepare lessons, receive training on digital and pedagogical competencies, collaborate, and share knowledge with other teachers.
- Digital Mobile Toolkits – Digital toolkits (a kit with a laptop, tablets, projector, etc.) are being used by teachers in the classroom with their students. Teachers receive support to use these toolkits in a pedagogical way.
Additionally, Enabel is providing grants to its partners:
- VVOB: Teachers Professional Development on Gender Transformative Pedagogy in Kenya, South Africa, and Ghana
- APEFE: Teachers Professional Development on Foundational Learning in Senegal, DRC, and Benin.
Window 2: Enabel Innovation Hub
In June 2024, the Innovation Hub launched a Call for Proposals to identify and support 8 innovative projects focused on improving teacher training and learning outcomes. The Call aimed to test, develop, and scale new approaches across 4 strategic thematic areas : foundational learning, green skills, digital skills, and gender-transformative pedagogy. The objective is to surface effective, adaptable and scalable practices that can be integrated into mainstream education systems across diverse national contexts. Over a period of 18 to 24 months, the selected projects will receive support from the Enabel Innovation Hub. This includes financial support, as well as targeted support in learning, knowledge management and networking. Projects will benefit from guidance in refining their innovation pathways, capturing and disseminating lessons learned and strengthening their potential for scale and impact. Through this initiative, Enabel contributes to building a vibrant and evidence-informed ecosystem for educational innovation.
